The Roncz has a water line at 19.8 which is marked on the hotwire templates. Seems that the idea is that you use the templates to put a datum line on the foam cores so you can line them up. Looks like YOU put a center line on the cores which would work just as well! I can’t see any further ref to the W.L.19.8 …making it a bit arbitrary as your straight edge does most of the work anyway.
